In 2008, Wales became the first country in the world to appoint an Older People’s Commissioner, an independent voice for the rights of older people. It is a small office with a big remit, and like every public body in Wales it has a part to play in reaching a net-zero public sector. Before setting any targets, the office wanted the basics in place: a clear view of its own emissions, and a team that understood them. The brief was a Scope 1 and 2 footprint report, consultancy on the next steps, and training pitched for a small organisation, and we kept the whole engagement deliberately compact.

The office’s remit is older people’s rights, not the environment, but like every public body in Wales it sits within the Welsh Government’s ambition for a net-zero public sector by 2030. Rather than wait, it wanted to understand its own emissions, get a realistic sense of the next steps, and give its team the confidence to factor sustainability into everyday decisions.
The brief was contained and practical: a Scope 1 and 2 carbon footprint report for the office; a detailed video report to make the findings easy to follow; consultancy on the results and the most useful next steps; and a bespoke, five-module training programme, from a short introduction for everyone through to a module built around the office’s own emissions data.

One tightly scoped package rather than a sprawling programme: a Scope 1 and 2 footprint, a plain-English video report, consultancy on next steps, and five training modules built around the office’s own data. The training is CPD-accredited and written with Liverpool John Moores University.

The engagement
Delivered as a single, contained engagement, so a small team came away with a clear baseline, an accessible report and practical training without a heavy overhead.
Agreed the scope, provided a data template, and worked with the team to gather the emissions data behind the report.
Built the Scope 1 and 2 carbon footprint report, with a detailed video report to make the findings easy to follow.
Designed the five-module programme around the office’s own data and rolled it out across the team on nineteen licences.
Talked through the results and the practical next steps the office could take from its baseline.
