The Office of the Future Generations Commissioner for Wales is the independent guardian of the Well-being of Future Generations (Wales) Act 2015, the world-first law that makes long-term thinking a legal duty for public bodies across Wales. An organisation that asks others to act on sustainability wanted to measure and reduce its own footprint, and give its team the confidence to do the same. The brief: a robust Scope 1 to 3 carbon baseline for the Cardiff office, a practical route to net zero, and bespoke Carbon Awareness training built around the Act and the team’s own well-being goals.

The brief
The Commissioner’s office measures what it does against the Act’s seven well-being goals and five ways of working. To advise public bodies credibly on sustainability, it wanted a clear, evidence-based picture of its own emissions, a realistic plan to bring them down, and a team fluent in the fundamentals of carbon and net zero.
The brief was specific: a robust Scope 1 to 3 baseline for the Cardiff office, including its digital footprint; a practical net-zero plan with suggested actions, indicative costs and timescales, treating offsetting only as a last resort; advice on gathering accurate data, including from staff working from home; a handover so the team could track progress for at least three years; and carbon-awareness upskilling running alongside the office’s own work on personal carbon allowances.
What we delivered
We combined environmental data support, carbon reporting and team upskilling into a single engagement, framed throughout around the Well-being of Future Generations Act rather than a generic net-zero syllabus. Our courses are CPD-accredited and written in partnership with Liverpool John Moores University.

A robust baseline and current-year footprint for the Cardiff office, covering energy, business travel and waste as a minimum, plus the digital footprint and the Scope 3 emissions the office wanted captured.

Environmental data housed in dedicated carbon-footprinting software, reported quarterly across twelve months, with a full handover so the team can maintain it themselves.

Guidance on effective, practical data collection, including how to capture emissions from staff working from home, and how to improve the accuracy of that data over time.

A practical net-zero plan with suggested actions, indicative costs and timescales, with the Future Net Zero Standard as a reference point and offsetting treated only as a last resort.

A course built from the office’s own data and objectives, framed around the Act and the team’s existing staff travel and benefit schemes, and designed to empower people on personal carbon allowances.

A second bespoke course after twelve months to realign the team on progress, plus 25 CPD-accredited Carbon Awareness licences for senior leaders and managers.
How it ran
We have worked alongside the club over three years, so each stage built on the last and the strategy stayed live rather than sitting on a shelf.
Set up the footprinting software, entered the baseline year, and agreed a practical data-collection routine with the team.
Designed and delivered the first bespoke Carbon Awareness course from the office’s own data, alongside 25 senior-leader licences.
Housed the office’s environmental data and reported quarterly across twelve months, refining accuracy as data collection matured.
Delivered the second course to realign the team on progress, and handed over the software so the office can track its footprint for at least three years.
